28 Years Strong in Safety and Integrity

The Association of Reciprocal Safety Councils (ARSC) unites a national network of safety councils dedicated to strengthening workplace safety across the industrial sector. Since 1997, ARSC has upheld the integrity and consistency of reciprocal safety training programs.

Who We Are

ARSC is a collaboration of safety councils serving industrial regions across the United States. Together, we share one mission: to provide process safety management PSM occupational safety and health training, resources, and support that are consistent, reciprocal and that conform to U.S. regulatory standards and industry best practices that will contribute to lower incident rates, and reduced costs. . This mission contributes to lower incident rates and reduced costs.

What We Do

ARSC member councils work collaboratively to design, review, and continuously improve reciprocal training programs that meet a significant portion of OSHA requirements. This approach enables facility owners to deliver more focused site orientations by removing redundant content—enhancing training effectiveness and reducing development costs. It also streamlines employee onboarding and ensures that critical safety principles are taught clearly and consistently across facilities. The result is greater efficiency, saving valuable time and money for both facility owners and contractors.

*Note: ARSC programs are not meant to relieve contractors of all training responsibilities. Contractors must still provide employer-specific policies and hands-on training on specific equipment.

Nearly Three Decades of Trust

Credibility is at the core of ARSC’s mission. Through a rigorous, third-party audit conducted every two years, we verify that each member council delivers consistent, high-quality training—and that every credential issued is earned by the individual who completed it.

A Network That Works for Industry

By reducing redundant training, ARSC programs deliver measurable value:

  • Owner facilities save on training development costs and can trust in our legally defensible training.
  • Contractors streamline the employee onboarding process and minimize downtime.
  • Workers earn transferable credentials recognized nationwide, empowering them to move confidently across sites and grow their careers.
